Abstract
The purpose of these Rules is to strengthen the protection and management of wetlands, and implement the Convention on Wetlands of International Importance Especially as Waterfowl Habitat. The Text consists of 35 articles.
The State Forestry Administration shall be responsible for nationwide administration of wetlands, and organization and coordination of the implementation of the International Convention on Wetlands (art. 4). The State Forestry Administration shall regularly carry out surveys, monitoring and evaluation of wetland resources (art. 10). The competent forestry departments of the people's governments at or above the county level may set up the wetland nature reserves, wetland parks and wetland protection districts to protect the wetlands, improve the wetland protection system and strengthen the wetland protection (art.11). Wetlands are divided into important national wetlands, important local wetlands, and general wetlands according to their importance in ecological locations, ecosystem functions, and biodiversity (art.12). The remaining articles of these rules make provision, inter alia, for wetland protection planning; establishment of wetland natural reserves, wetland parks; delineation of important national, local wetlands; application for being designated as important international wetlands or national wetland parks; wetland protection compensations; and supervision and inspection.
