The purpose of these Measure is to strengthen energy conservation. The Text consists of 19 Articles.
Functions and responsibilities of energy conservation supervision, inspection and testing institutions at all levels shall be prescribed by the energy conservation competent authority. The Measures provide for the conditions to be satisfied by such institutions and the personnel thereof, the rules and requirements for energy conservation supervision, inspection and testing.
