Abstract
This Law is enacted with a view to promoting energy conservation in the whole society, enhancing energy utilization efficiency, protecting and improving environment, and promoting comprehensive, coordinated and sustainable economic and social development.
The State shall implement industrial policies good for energy conservation and environmental protection, restrict the development of high-energy-consumption and high-pollution industries, develop energy-saving and environmentally friendly industries, and encourage and support the development and utilization of new and renewable energy resources. Energy consuming entities shall strengthen their management of energy conservation, formulate and implement energy conservation plans and technological measures, and reduce energy consumption.
The Act further provides for the following: industrial, construction and transport energy conservation; energy conservation by public institutions; energy conservation technology; incentive measures; and legal liabilities.
