Abstract
These Administrative Measures provide for the clearing, collection, transportation and disposal of urban living garbage.
The construction (environmental sanitation) administrative department of a municipality under the Central government shall work out a plan on the control of domestic waste and shall arrange the distribution of land and construction of facilities for the collection and disposal of urban living garbage. The department shall further formulate measures for classified dumping, collection and transportation of domestic waste. Any enterprise who wishes to engage in the commercial clearing, collection and transportation of urban living garbage or in the commercial disposal of urban living garbage shall obtain a licence and shall follow the conditions outlined in the text.
The Measures further provide for the supervision and administration of these Measures, and for legal liabilities.
