Abstract
The Basic Healthcare and Health Promotion Law of the People’s Republic of China establishes the legal framework for developing healthcare and public health services, protecting citizens’ right to health, and advancing the Healthy China strategy. It sets out the principles, institutions, personnel, funding mechanisms, supervision measures, and legal responsibilities governing healthcare and health promotion activities nationwide.
The Law guarantees citizens access to basic healthcare and public health services and requires governments at all levels to prioritize health in public policy. It provides for disease prevention and control, vaccination, maternal and child health, elderly care, mental health, emergency medical services, rehabilitation, and health education. The Law also promotes a healthcare system centered on public welfare, primary healthcare, graded diagnosis and treatment, family doctor services, and the integration of information technology into healthcare delivery.
For rural populations, the Law requires the State to prioritize primary-level healthcare and strengthen county hospitals, township health centers, village clinics, and rural healthcare networks. It mandates increased support for underdeveloped and remote areas, promotes the allocation of medical personnel to grassroots and rural regions, and seeks to ensure equitable access to basic healthcare and public health services for rural residents.
