Abstract
These Detailed Rules aim to strengthen oversight of fund use, ensure the lawful and appropriate provision of medical and pharmaceutical services, safeguard the security of medical insurance funds, and implement the relevant provisions of social insurance and healthcare legislation.
The Rules regulate the responsibilities of medical insurance administrative authorities, medical insurance agencies, designated medical and pharmaceutical institutions, and insured persons. They provide for service agreements, fund settlement and auditing procedures, intelligent supervision systems, investigations and inspections, information-sharing mechanisms, credit management, and enforcement measures.
