Abstract
This China Outline of Action Plan for the Conservation of Aquatic Biological Resources is formulated to fully implement the scientific concept of development, practically strengthen the national ecological construction, protect and reasonably use aquatic biological resources in accordance with the law, and implement the strategy of sustainable development. The Plan is a cross-sectoral policy document.
The Plan seeks to make fisheries more productive and sustainable. The targets are set up in the Plan. (1) Short-term goals: By 2010, the trend of deterioration of the ecological environment of waters, decline of fishery resources, and an increase in the number of endangered species will be initially eased, excessive fishing capacity has been reduced, and fishing production efficiency and economic benefits will be improved; The number of aquatic biological nature reserves at or above the provincial level will reach more than 100; the investigation and handling rate of pollution accidents in fishery waters will reach more than 60%. (2). Medium-term goals: By 2020, the ecological environment of the waters will be gradually restored, the decline in fishery resources and the increase in the number of endangered species will be basically curbed, and the fishing capacity and production will generally be compatible with the affordability of fishery resources. The number of aquatic biological nature reserves at or above the provincial level will reach more than 200; the investigation and handling rate of pollution accidents in fishery waters will reach more than 80%.(3)The Vision of the Plan is abundant aquatic biological resources and water ecological environment. After long-term unremitting efforts, by the middle of this century, the ecological environment of the waters will be significantly improved, endangered aquatic wildlife and aquatic biodiversity will be effectively protected, and the aquatic ecosystem will be in a good overall condition. According to the regional characteristics of resources and the tasks faced by conservation work, regional directions and measures for the protection and reasonable utilization of aquatic biological resources shall be determined. The offshore areas should focus on the improvement of the management system of fishery resources, such as marine closed season and fishing license management, and protection and reasonably use of marine biological resources; the shallow sea shoals should focus on resource proliferation, ecological aquaculture and water biological protection, and promoting the transformation of the growth mode of marine aquaculture; the inland waters should focus on resource proliferation, the construction of the nature reserves, prevention and control of water pollution, and ecological compensation, to protect the aquatic biodiversity and the integrity of water ecology.
In addition, the Action Plan proposes: to adjust and improve the list of aquatic wildlife under key national protection; Establish and improve the management system for the utilization of aquatic wild animals and plants; Regulate the management of utilization, import and export of the aquatic wild animals and plants, and severely crack down on illegal business operation and utilization of aquatic wildlife; Improve review and approval system for the import and export of aquatic wildlife in accordance with relevant laws and regulations.
