Decision of the Standing Committee of the Hebei Provincial People's Congress on promoting the comprehensive utilization of crop straw and prohibiting open burning.

This Decision is made to prevent and control air pollution, protect and improve the ecological environment, promote the comprehensive utilization of crop straw, increase agricultural efficiency, and increase farmers' income.
In the administrative region of Hebei province, efforts should be made to promote the comprehensive utilization of straw as fertilizer, feed, energy, raw materials, and base materials. It is strictly prohibited to burn straw, leaves, weeds, etc., in the open air, and steps should be taken to gradually establish a system for the collection and storage of straw. The Provincial People's Government shall, in accordance with this decision, cultivate and build the comprehensive utilization of straw as a new industry and new economic growth point, and organize the preparation of medium- and long-term plans for the comprehensive utilization of straw in the province. The financial departments of provinces, cities, and counties shall, in accordance with the needs of local straw comprehensive utilization industrialization development, include straw comprehensive utilization funds in their respective fiscal budgets and increase financial investment.
