Decree of National Development and Reform Commission No. 42 of 2016 laying down the Measures for Grain Quality Safety Supervision and Administration.

The purpose of these Measures is to safeguard the quality and safety of grain, and maintain the lawful rights and interests of grain producers, business operators and consumers.
Grain quality and safety monitoring system for purchase and storage shall be applied. The national grain authority shall, jointly with the relevant departments under the State Council, formulate and implement the national grain quality and safety risk monitoring plan. The provincial grain authority may set up the grain purchasing and delivery inspection items according to the situation of specific area where grain may be contaminated by harmful substances.
