Abstract
The purpose of these Measures is to protect the enthusiasm of grain producers, safeguard the legitimate rights and interests of grain business operators and consumers, strengthen quality and safety supervision and management in the field of grain circulation, and ensure national grain quality and safety. The Measures consist of 8 Chapters: General provisions; Risk monitoring of grain quality and safety; Grain quality and safety management; Food quality and safety inspection; Handling of food quality and safety accidents; Supervision and inspection; Legal liabilities; Supplementary provisions.
Grain business operators shall bear the main responsibilities for grain quality and safety. Engaging in grain business activities should strictly comply with relevant laws, regulations, policies, and standards, strictly abide by the grain quality and safety management system, take the responsibilities for quality and safety management, conscientiously implement relevant regulations and requirements such as anti food waste and grain conservation, and strictly prohibit fraud behaviors.
