Abstract
These Measures aim at strengthening management of energy consumption and carbon emissions in China’s fixed asset investment projects and supporting the transition from energy-consumption control toward carbon-emissions control. The Measures apply to domestic fixed asset investment projects, including new construction, expansion, renovation, and technological upgrading projects.
The Measures establish requirements for energy conservation review and synchronized carbon emissions evaluation, making review approval an essential condition for project construction, completion, and operation. The Measures define responsibilities of national and local authorities, review thresholds, application procedures, supervision mechanisms, and legal liabilities. Project developers must prepare energy conservation reports covering energy use, energy efficiency, carbon emissions, and mitigation measures, while certain projects must undergo simultaneous carbon emissions evaluation. The Measures also establish review criteria, online supervision systems, post-construction acceptance requirements, reporting obligations, and penalties.
