Abstract
These Measures establish a reporting management regime for safety risk matters affecting government-held grain reserves. The objective is to regulate the reporting behaviour of enterprises and other organizations entrusted with storing government grain reserves, to improve internal control systems and to ensure the quantity, quality and storage safety of government grain reserves.
The Measures define reportable risk events, including grain losses, quality and food safety issues, storage environment risks, false reporting, irregular transactions, financial risks, governance changes, and other situations potentially affecting reserve security. Reporting entities must promptly report risks to competent authorities, including urgent reporting within specified timeframes, and provide information on causes, impacts, and corrective measures. The Measures also establishes supervision, follow-up handling procedures, accountability mechanisms, and penalties for non-reporting, false reporting, delayed reporting, or concealment of risks.
