Decree No. 1 of 2014 of the Ministry of Agriculture of the People's Republic of China laying down the Specification of Feed Quality and Safety Management.

This Specification was formulated based on the Administrative Measures for Feed and Feed Additive, for the purpose of ensuring the quality and safety of feed and feed additive. It is composed of 44 articles in 8 chapters: General provisions (I); Raw materials procurement and management (II); Manufacturing process control (III); Product quality control (IV); Product storage and transportation (V); Product complaints and recall (VI); Hygiene and records management (VII); Supplementary Provisions (VIIII). 　
The Specification stipulates the requirements for feed manufacturing and quality and safety management, and applies to enterprise engaged in manufacturing of premix feed additives, compounds, concentrates and feed supplements.
The feed manufacturing enterprises shall organize manufacturing operations according to requirements stipulated in this Specification, and enforce the quality and safety control of the whole chain from ingredient purchasing to product marketing. The enterprises shall, in a timely manner, collect, sort out and record the enforcement situations of this Specification and the manufacturing and business situation, and meet the requirements for an annual record review and feed statistics. The feed management authority at the county level shall formulate an annual inspection plan, and supervise the enterprises to operate according to this Specification.
