Abstract
These Measures regulate the licensing, supervision, and management of enterprises engaged in producing or selling breeding animals and genetic materials. The Measures are formulated in accordance with the Animal Husbandry Law and require producers of breeding stock, parent-stock, and commercial offspring to obtain a production and operation license. The Measures outline the strict conditions for licensing, including approved genetic resources, adequate breeding scale, qualified veterinary and technical staff, proper facilities, disease-prevention systems, and complete breeding and quality-management records.
Producers must maintain detailed records and report annual production data through China’s seed-industry data platform. Violations—such as falsifying information or obtaining licenses through bribery—lead to denial, revocation, or penalties.
