Abstract
These Measures are formulated in accordance with the Animal Husbandry Law of the People's Republic of China, aiming to strengthen the administration of the production of such livestock genetic materials as the frozen sperms, embryos, eggs, etc. The Measures consist of 23 Articles divided into 5 Chapters: General provisions; Application; Field assessment; Examination and approval, and supervision and management; Supplementary provisions.
In order to be engaged in the production of livestock genetic materials, an entity or individual shall, in accordance with these Measures, obtain the License for Production and Management of Breeding Stock and Poultry approved and issued by the provincial animal husbandry and veterinary competent authority. The Measures provide for the requirements for, and procedures of issuing the license. The provincial animal husbandry and veterinary competent authorities shall submit on-site assessments, quality inspection reports, the announcements of approval of the Licenses for Production and Management of Breeding Stock and Poultry and other related materials to the Ministry of Agriculture for filing. The Ministry of Agriculture may carry out supervision and inspection and quality checks on the units and individuals that have obtained the licenses. The Measures further make provisions for offences and penalties.
