Abstract
This Law is enacted for the purposes of preventing and controlling noise pollution, guaranteeing public health, protecting and improving the living environment, maintaining social harmony, advancing the building of ecological civilization, and promoting sustainable economic and social development. The Law consists of 90 Articles divided into 9 Chapters: General Provisions (I); Standards and Plans for Noise Pollution Prevention and Control (II); Supervision and Administration of Noise Pollution Prevention and Control (III); Prevention and Control of Industrial Noise Pollution (IV); Prevention and Control of Construction Noise Pollution (V); Prevention and Control of Traffic Noise Pollution (VI); Prevention and Control of Pollution by Noise of Social Activities (VII); Legal Liability (VIII); Supplemental Provisions (IX). The competent ecological environment authority under the State Council shall formulate national acoustic environment quality standards and formulate national noise emission standards and relevant environmental vibration control standards according to the national acoustic environment quality standards and national economic and technical conditions. People's governments at all levels shall conduct environmental impact assessment according to law when formulating and revising land spatial plans and relevant plans, give full consideration to the impact of noise generated by urban and rural regional development, transformation and construction projects on the surrounding living environment, make overall planning, reasonably arrange land use and construction layout, and prevent and reduce noise pollution.
