Abstract
The Provisions establish rules for managing registration of foreign enterprises producing, processing, or storing food for export to China. The General Administration of Customs (GACC) oversees registration, risk evaluation, and compliance with Chinese food safety laws, ensuring that imported food meets national safety standards.
Overseas manufacturers of imported food must register with GACC. Following risk management principles, GACC implements categorized management of overseas manufacturers based on an assessment and review of the food safety management systems and food safety status of the countries (regions) where the manufacturers are located, and in light of the risk levels of the relevant foods. GACC determines the corresponding registration methods, application materials, review procedures, and other registration management requirements. Enterprises must be legally approved by their home authorities, maintain effective food safety systems, and apply for registration with required documentation. Registration is valid for five years and may be renewed upon review. The GACC conducts inspections, supervises compliance, and may suspend or revoke registration for safety violations, false submissions, or major food safety incidents.
