Decree No. 6 of 2023 of the People's Government of Hebei Province promulgating Administrative Measures of Hebei Province for Local Reserve Grains.

These Measures are formulated in accordance with in accordance with the State Council's Regulations on the Management of Grain Circulation, and Regulations on the Management of Central Reserve Grain, aiming to strengthen the management of local grain reserves, maintain the stability of the grain market, and ensure food security.
The people's governments at or above the county level shall supervise and guide the grain processing enterprises above designated size to establish enterprises' social responsibility reserves, encourage grain business operating enterprises to establish reasonable commercial inventories, and support independent grain storage by family farms, farmer cooperatives, etc. Planned management for local grain reserves shall be implemented. The local grain reserve plan shall include reserve scale, overall layout, structure of grain varieties, quality requirements, etc.
