Measures of Hebei Province for the Management of Social Responsibility Reserves of Grain Processing Enterprises.

These Measures are formulated in accordance with the Grain Security Guarantee Law, the Regulations on the Administration of Grain Circulation, the Provisions of Hebei Province for the Administration of Grain Circulation, and the Measures of Hebei Province for the Administration of Local Reserve Grain, aimiing to guide grain processing enterprises above designated size to establish social responsibility reserves, promote the formation of a complementary and efficient grain reserve system between government reserves and enterprise reserves, and further enhance their ability to ensure food security.
The social responsibility reserve of grain processing enterprises referred to in these Measures means a certain amount of finished grain and oil inventory and raw grain inventory established by grain processing enterprises above designated size (including edible vegetable oil) within the administrative region of Hebei province in accordance with the social responsibility defined by laws and regulations to ensure food security and stabilize the grain market in the province.
The socially responsible reserve varieties mainly include wheat, rice, flour, rice and edible vegetable oil. Other grain varieties that are in line with local food consumption habits may also be reserved.
