Detailed Rules of Henan province for implementing the Regulations of the People’s Republic of China on Drought Control.

These Detailed Rules, consisting of 38 Articles, have been formulated in accordance with the Drought Control Regulations. The provincial water administrative department shall organize the formulation of the provincial drought prevention and control special plan. The provincial drought control emergency rescue scheme shall be established by the provincial water administrative department based on the drought prevention and control special plan. People's governments at various levels shall take measures to improve the overall level of drought control fund allocations.
