Abstract
This Regulation aims at preventing and relieving drought disasters, guaranteeing domestic water and coordinating the use of water for production and ecology.
The State Flood Control and Drought Relief Headquarters shall be responsible for organizing and leading the drought control work of the whole nation. Other institutions responsible for disaster administration at different levels with major responsibility on local authorities are described in the text.
The Regulation also provides for the making of a drought control planning which shall cover the building of a drought control organizational system, the building of water sources for drought emergencies, the building of facilities for drought emergencies, the reserve of materials and equipment for drought control, etc.
The Regulations further provide for: measures to be taken for drought control and disaster relief; post-disaster recovery; legal responsibility; etc.
