Detailed Rules for the Implementation of Plant Quarantine Regulations (Forestry Part).

These Rules, consisting of 35 Articles, are enacted in accordance with the Plant Quarantine Regulations.
Forestry quarantine officers shall be trained in courses organized by competent forestry authorities at or above the provincial level and obtain the Forestry Plant Quarantine Personnel Certificate which shall be approved and issued by competent forestry authorities at provincial level.
Determining the objects of the quarantine inspection and the objects of the supplementary quarantine inspection shall be handled in accordance with the provisions of the “Measures for the Administration of Determination of Forest Plant Quarantine Objects”. The list of supplementary quarantine inspection objects shall be reported to the Forestry Department for filing, and the relevant forestry authorities at the provincial level shall be notified. Epidemic areas and protected areas shall be delimited, changed or revoked in accordance with relevant regulations, and strict measures such as blockade and elimination shall be adopted to prevent the spread of the objects of quarantine inspection. The forest plants and their products for export which are subject to quarantine shall be quarantined in accordance with the provisions of these Rules when transported between provinces.
