Measures for the Management of Quarantine Forestry Pest Epidemic Areas Nationwide.

These Measures, consisting of 3 Sections, are enacted in accordance with the Plant Quarantine Regulations and the Detailed Rules for the Implementation of Plant Quarantine Regulations (Forestry Part), aiming to further strengthen the management of quarantine forestry pest epidemic areas nationwide, prevent the spread of quarantine forestry pests, and ensure national ecological security and economic and trade security.
In the monitoring and quarantine work of forestry pests, if a suspected epidemic situation of forestry pests nationwide is found, samples shall be taken immediately and sent to a specialized institution designated by the competent forestry authorities at or above the provincial level for inspection and identification. If it has been identified as a quarantine pest, the competent local forestry authorities shall report the epidemic situation, and organize epidemic survey to determine the scope and extent of the epidemic situation.
The Measures further provide for the delimitation and publication of epidemic areas and cancellation of epidemic areas.
