Detailed Rules for the Implementation of Plant Quarantine Regulations (Agricultural Part).

These Rules are enacted in accordance with Article 23 of the Plant Quarantine Regulations. The Rules consist of 8 Chapters: General Provisions; Quarantine Scope; Zoning, Control and Elimination of Plant Quarantine Objects; Transportation and Quarantine; Origin Quarantine; Quarantine of Foreign Introduced Plant Seeds, Seedlings or Other Propagating Materials; Awards and Penalties; Supplementary Provisions.
These Rules shall apply to domestic agricultural plant quarantine, excluding forestry and entry and exit plant quarantine (Art. 2) . Article 4 provides for the responsibilities of the plant quarantine institutions at various levels. Article 6 provides for the issuance of the Plant Quarantine Certificates.
