Abstract
These detailed Rules are formulated in accordance with the Measures for the Administration of Food Trade Licensing and Recordation and the General Rules for the Review of Food Business Licenses issued by the State Administration for Market Regulation, aiming to deepen the reform of food business licensing, regulate the review of food business licenses, improve food safety management, and promote high-quality development of the food business industry.
The Detailed Rules are divided into six chapters, with a total of 74 articles. Chapter 1 is General Provisions; Chapter 2 deals with general requirements for license review from aspects such as management system, personnel allocation, and site selection and layout; Chapter 3 stipulates the requirements for license review of catering services, covering specialized rooms, central kitchens, collective dining delivery units, centralized dining unit canteens, etc; Chapter 4 specifies the licensing requirements for the sale of bulk cooked food in food sales; Chapter 5 stipulates the licensing requirements for other types of food operations, including chain enterprise headquarters, catering service management enterprises, and the use of food automation equipment to engage in food operations; Chapter 6 is Supplementary Provisions.
