Forestry Regulation of Fujian Province.

This Regulation is formulated in accordance with the Forest Law and the Regulations for the Implementation of the Forest Law, and in light of the actual situation of Fujioan province. The Regulation provides a comprehensive legal framework for forest management, protection, and sustainable development. It consists of 9 Chapters: General provisions; Forest classification management; Forest protection; Afforestation and greening; Forest logging; Timber business management and transportation; Protection of forest farmers' rights and interests; Legal Liability; Supplemental provisions.
The Regulation defines roles for government agencies, promotes scientific forestry practices, and establishes a classification system for public and commercial forests. The Regulation mandates ecological compensation for public forests, protects forest land use, and regulates forest rights, including self-managed plots and collective ownership. It also outlines procedures for afforestation, forest fire prevention, pest control, and the protection of rare trees and ancient specimens.
The Regulation enforces strict controls over logging, wood transportation, and forest product trading, requiring permits and legal documentation. It protects the rights of forest farmers, encourages private investment in forestry, and ensures fair treatment in land leasing and compensation. Legal responsibilities are clearly defined, with penalties for illegal logging, destruction of protected trees, misuse of forest funds, and violations of administrative procedures.
