Abstract
This Fujian Province Natural Disaster Relief Emergency Plan is developed to establish and improve a natural disaster relief system and operational mechanism, elevate the legalization, standardization, and modernization of disaster relief work, enhance disaster prevention, mitigation, relief, and response capabilities, minimize casualties and property losses, ensure the basic livelihoods of affected people, and maintain social stability in disaster-stricken areas.
The Plan outlines a comprehensive framework for disaster response, emphasizing the principles of people-first, unified command, and coordinated action. It establishes a multi-tiered response system (levels I–IV) based on the severity of disasters, with clear criteria for activation and corresponding measures. The Plan details the roles of the Provincial Disaster Reduction and Relief Committee, its office, and expert advisory groups in coordinating relief efforts, assessing damage, and mobilizing resources. It also mandates timely and accurate disaster reporting, public information dissemination, and interdepartmental coordination to ensure efficient emergency management.
Post-disaster recovery includes transitional living assistance, housing reconstruction, and winter-spring relief, supported by provincial and central funds. The Plan ensures robust logistical, communication, and technical support, including emergency shelters, equipment, and trained personnel. It promotes public awareness through education and drills, encourages scientific research and technological innovation, and integrates social forces like volunteers and NGOs. The Plan includes accountability measures, and remains effective for ten years.
