Abstract
This Regulation is formulated to prevent and mitigate earthquake disasters, protect people's lives and property, and promote sustainable economic and social development. The Regulation consists of 51 Articles divided into 7 Chapters: General provisions; Earthquake monitoring and forecasting; Earthquake disaster prevention; Earthquake emergency rescue; post-earthquake recovery and reconstruction; Legal liability; Supplementary provisions.
The Regulation mandates government responsibility for planning, funding, and implementing earthquake monitoring, public education, and emergency preparedness. The Regulation require seismic safety evaluations for major infrastructure and promote the construction of emergency shelters and public awareness campaigns. It also encourages scientific research, technological innovation, and cross-strait cooperation with Taiwan.
In the event of an earthquake, the regulations outline emergency response protocols, including rescue operations, medical aid, and public communication. Post-disaster recovery includes transitional housing, rebuilding efforts, and financial support through various channels. Legal accountability is enforced for non-compliance, misinformation, and negligence, ensuring effective disaster management and public safety.
