Abstract
The purpose of these guiding Rules is to strengthen the environmental administration of solid wastes.
Part I defines "solid wastes". Part II lists substances or articles that are considered solid wastes. Part III deals with the identification of solid wastes and non-solid wastes. To assess whether a substance, article or material belongs to solid wastes, one shall comprehensively consider all the factors mentioned in Part III.
