Hebei Province Grain Circulation Management Provisions.

These Provisions are formulated in accordance with in accordance with the State Council's Regulations on the Administration of Grain Circulation and relevant laws and regulations, aiming to protect the enthusiasm of grain producers, promote grain production, safeguard the legitimate rights and interests of business operators and consumers, ensure grain security, and maintain the order of grain circulation.
The Provisions consist of 79 Articles divided into 8 Chapters: General provisions; Adjustment, control and emergency response; Acquisition; Storage and transportation; Processing and sales; Supervision and management; Legal liabilities; Supplementary provisions.
The People's governments at or above the county level should establish and improve the grain risk fund system. Grain risk funds are mainly used to support grain reserves, maintain grain circulation order, stabilize grain markets, etc.
