Henan Province Regulations on the Prohibition and Restriction of Non-degradable Single-Use Plastic Products.

These Regulations are formulated to prevent and control pollution caused by non-degradable disposable plastic products, protect and improve the ecological environment, and promote high-quality economic and social development. The Regulations prohibit and restrict the production, sale, and use of non-degradable single-use plastic products within Henan Province. They mandate government support for developing and promoting biodegradable alternatives and establishes responsibilities for various departments to enforce these measures, including public education and specialized recycling systems for agricultural plastic film.
The Regulations specify penalties for violations, such as fines and confiscation of products. Exceptions are made for using such plastics during major public emergencies.
