Implementation Measures of the General Office of the CPC Central Committee and the General Office for the Responsibility System for Rural Revitalization.

These Measures are formulated in accordance with the Regulations of the Communist Party of China (CPC) on Rural Work and the Law of the People's Republic of China on Rural Revitalization and Promotion, aiming to fully implement the responsibility system for rural revitalization.
The Measures define the specific responsibilities of the central competent authorities in promoting rural revitalization, including formulating and organizing the implementation of strategic plans, major policies and major projects for rural revitalization. Local party committees and governments at all local levels and rural grass-roots party organizations shall be directly responsible for the revitalization of rural areas in their regions. The specific responsibilities of local party committees and governments in promoting rural revitalization include: ensuring the supply of food and important agricultural products, consolidating and expanding the achievements of poverty alleviation, planning and developing rural industries, encouraging and guiding all kinds of talents to participate in rural revitalization, etc.
