Abstract
These Measures are formulated in accordance with the Food Safety Law and its implementing regulations, and the Measures for the Administration of Food Trade Licensing and Recordation, aiming to optimize the business environment of food business enterprises. The Measures consist of twenty Articles.
The Measures simplify the licensing process for chain food business enterprises by allowing headquarters to undergo a review process, which then facilitates the licensing of their direct-operated stores. This includes simplified application materials, exemption from on-site inspections, and reduced approval times.
The provincial market supervision bureau oversees the implementation, while city-level approval service bureaus and market supervision bureaus handle the review and licensing within their jurisdictions. The Measures specifies conditions for eligibility, application procedures, and the responsibilities of headquarters and direct-operated stores. It also includes provisions for supervision and inspection to ensure compliance with food safety standards.
