Abstract
These Implementation Rules, issued by the Guangxi Zhuang Autonomous Region Market Supervision Administration, aim to standardize food-business licensing, safeguard food safety, and unify review criteria region-wide. The Implementation Rules comprise six Chapters: 1. General Provisions; 2. Common Licensing Review Requirements; 3. Catering Service Review Requirements; 4. Food Sales Review Requirements; 5. Other Food Business Review Requirements; 6. Supplementary Provisions.
The Implementation Rules classifiy business operators (sales, catering, canteens) and projects (bulk, hot/cold food, simple prep, etc.), adopt a “one site, one license” rule, and set risk-based on-site checks. Detailed facility, hygiene, management-system, and record-keeping standards are given for catering, central kitchens, group-meal delivery, canteens, vending machines, and simple-prep operations, with annexed checklists guiding inspectors.
