The Implementation Rules classifiy business operators (sales, catering, canteens) and projects (bulk, hot/cold food, simple prep, etc.), adopt a “one site, one license” rule, and set risk-based on-site checks. Detailed facility, hygiene, management-system, and record-keeping standards are given for catering, central kitchens, group-meal delivery, canteens, vending machines, and simple-prep operations, with annexed checklists guiding inspectors. Simplified requirements apply to low-risk activities like reheating pre-packaged food.
