Abstract
These Rules are issued by the Hubei Provincial Market Supervision Administration in accordance with the Administrative Licensing Law, the Food Safety Law, the Regulation on the Implementation of the Food Safety Law, etc., aiming to standardize food business operation licensing and filing work and ensure food operation quality and safety.
The Rules cover the responsibilities of provincial and local authorities, define the scope of licensing and filing (including for pre-packaged and special foods), and detail the classification of food business types based on scale, risk, and operational methods. The Rules also outline specific requirements for school canteens, collective meal providers, and franchise operations, emphasizing risk-based management and the need for qualified personnel and infrastructure.
