Interim Measures for the Administration of Water Right Transactions.

These Interim Measures are enacted to encourage the development of various forms of water rights trading, and promote the conservation, protection and optimization allocation of water resources. The Interim Measures consist of 6 Chapters: General provisions; Regional water right trading; Water-withdrawing right trading; Water right trading of irrigation water user; Supervision and inspection; Supplementary provisions.
The water right trading platform referred to in these Measures means the place or institution established according to law to provide relevant trading services for parties to water right transactions. Water right trading should generally be conducted through the water right trading platform or directly between the water right transferor and the transferee. Regional water right trading or large-volume water-withdrawing right trading should be conducted through the water right trading platform.
