Measures of Inner Mongolia Autonomous Region for the Administration of Water Right Transactions.

These Measures are enacted to regulate water rights trading, promote the conservation, protection, optimized allocation and efficient utilization of water resources. The Measures consist of 6 Chapters: General provisions; Scope and type of transactions; Platform trading procedures; Transaction costs and terms; Transaction management; Supplementary provisions.
The competent water authorities of the local people's governments at or above the county level shall strengthen the tracking and management of the implementation of water right transactions, strengthen the monitoring of changes in agricultural irrigation water, groundwater and water ecological environment in relevant areas, and timely organize and carry out post-assessment work of water right transactions. Relevant departments shall supervise and administer the transactions of water rights. After the completion of the transaction, the transferor and the transferee shall apply for the change of water drawing license and other procedures.
