Abstract
The “three rates” of mineral resources refer to the three indicators of mineral resources development and utilization: mining recovery rate, ore recovery rate and comprehensive utilization rate, which are the main indicators for evaluating the development and utilization level of mineral resources.
These Provisions are enacted in accordance with the the Mineral Resources Law of the People's Republic of China, aiming to reasonably develop and protect mineral resources and raise the "three-rate" level of mineral resources. The Provisions consist of 25 Articles divided into 6 Chapters: General provisions; “Three rates” indicators of mineral resources; Management of “three rates” indicators of mineral resources; Supervision and administration; Legal liabilities.
The supervision and inspection of the "three rates" of mineral resources in the whole region shall be unified managed by the Department of Land and Resources of the Autonomous Region.
