Abstract
For the purposes of protecting the lawful rights and interests of Chinese manufacturers of exported food and regulating the administration of application for overseas registration by manufacturers of exported food, these Measures are enacted in accordance with the provisions of the Food Safety Law of the People's Republic of China, the Law of the People's Republic of China on the Inspection of Imported and Exported Commodities, the Law of the People's Republic of China on the Inspection of Imported and Exported Commodities, and other laws, regulations, and departmental rules. The Text consists of 17 Articles divided into Chapters: General provisions; Registration conditions and procedures; Registration management; Supplementary provisions.
Where a foreign country (region) administrates registration of manufacturers of food exported from China to that country (region) and requires the General Administration of Customs (GAC) to make recommendation, the GAC shall uniformly make recommendation to the competent authority of the country (region). If there are registration requirements in a foreign country (region), export food production enterprises and their products must first obtain registration approval from the competent authority of the country (region) before their products can be exported.
