Abstract
These Measures are formulated in accordance with the Emergency Response Law of the People's Republic of China, aiming to regulate the administration of emergence response plans, and strengthen the pertinence, practicability and operability of emergency response plans.
The Text consists of 43 articles divided into 8 Chapters: General Provisions (I); Classification and Content (II); Planning and Preparation (III); Approval, Filling and Publication(IV); Training, Public Awareness and Education and Emergency Drills (V); Evaluation and Revision (VI); Institutional Safeguards (VII); Supplementary Provisions(VIII). The term “emergency response plans” under these Measures refers to the work plans formulated by people's governments at all levels, the departments thereof, grassroots organizations, enterprises, institutions, social organizations and other entities in advance in order to respond to emergencies in accordance with law and in a prompt, scientific and orderly manner, and reduce emergencies and resulting damage to the greatest extent possible.
