Abstract
These Measures are enacted to regulate the donating for disaster relief, strengthen the administration of the goods and money donated for disaster relief and protect the legitimate rights and interests of the donators, the recipients of donations for disaster relief and the beneficiaries in disaster-stricken areas. The Measures consist of 38 Articles divided into 7 Chapters: General provisions; Organization of Donation Activities; Acceptance of donations; Overseas disaster relief donations; Management and use of disaster relief donations; Legal liability; Supplementary provisions.
The scope of use of the goods and money donated for disaster relief is as follows:   1. the settlement of the difficulties of victims of disaster in clothing, food, dwelling and medical care; 2. the emergency rescue, transfer and resettlement of victims of disaster; 3. the restoration and rebuilding of the collapsed houses of victims of disaster; 4. the uses designated by the donators and directly related to disaster relief; and 5. other necessary expenses directly used for disaster relief upon the approval of the people's government at the same level. The public offering foundations with the tenet of disaster relief may conduct donation collecting activities for disaster relief according to law, but the funds raised in the time of natural disasters may not be used for increasing the original funds.
