Measures for the administration of grain emergency guarantee enterprises.

Abstract
These Measures are enacted to strengthen the construction of the grain emergency security system, further standardize the management of grain emergency security enterprises, and ensure the effective role of grain emergency security in emergency situations.
The determination and filing of grain emergency guarantee enterprises should adhere to the principles of fairness, openness, scientific standardization, efficiency and convenience. Article 6 provides for the basic conditions that the grain emergency guarantee enterprises shall meet, including: (1) strictly implement the relevant laws, regulations and policies of the state, operate in accordance with the law and in good faith, have good reputation and have no illegal business operation activities; (2) The quality indicators and food safety indicators of grain products produced and operated shall comply with national and sectoral standards, and there has been no quality and safety accident or non-compliance in sampling inspection in recent one year; etc. The Measures further make provisions for: daily management and supervision, grain emergency guarantee enterprises' responsibilities and obligations, etc.
