Abstract
These Measures for the Recognition of Grain Emergency Support Enterprises are issued by China’s National Food and Strategic Reserves Administration for identifying and managing enterprises responsible for supporting grain emergency response and supply security. The Measures aim to strengthen the national grain emergency support system, ensure food security during emergencies, and standardize the selection and management of enterprises undertaking emergency storage, processing, transportation, distribution, and supply tasks.
Five categories of emergency support enterprises are recognized, including storage and transport enterprises, processing enterprises, distribution centres, supply outlets, and comprehensive support centres. The Measures establish qualification criteria relating to legal compliance, food safety, environmental protection, production safety, operational capacity, and emergency response capability. They prescribe procedures for application, review, field verification, public disclosure, inclusion in and removal from official enterprise lists, and dynamic management. Recognized enterprises are required to participate in emergency supply operations, emergency drills, and government-directed mobilization during grain emergencies. The Measures also provide for information reporting, supervision, financial and policy support, compensation mechanisms, and the creation of emergency “green channels” to facilitate rapid grain supply during crises.
