These Measures, consisting of 23 Articles, aim to strengthen the administration of licenses for transport of tobacco monopoly commodities.
The Measures stipulate the requirements, conditions and procedures to be satisfied for the application, issuance, and use of licenses for transport of tobacco monopoly commodities. In addition, the Measures provide for the supervision and administration, offences and penalties.
