Abstract
The purpose of these Measures is to strengthen and standardize the protection and management of national public forest. The Measures consist of 35 articles divided into 7 Chapters: General Provisions (I); Protection and Management (II); Business Operation Management (III); Monitoring and Inspection (IV); Resource Archives (V); Accountability (VI); Supplementary Provisions (VII).
The central government shall arrange forest ecological benefit compensation funds for the protection and management of state-level public welfare forests. The State-level public forests must not be adjusted at will. If it is really necessary to adjust State-level public forests, it must be implemented in accordance with the procedures set out in the "Measures for the Delineation of State-level Public Forests."
