Measures for the administration of pesticide labels and manuals 2017.

Abstract
These Measures are formulated to standardize the management of pesticide labels and instructions and ensure the safety of pesticide use.
Pesticides must have a traceable electronic information code, such as a QR code, that can be scanned to reveal essential information like the pesticide name and the holder of the pesticide registration certificate. The format and generation of these codes will be specified by the Ministry of Agriculture. Labels must prominently display the pesticide name, effective ingredients, and their concentrations, and should not include unregistered trademarks or unauthorized usage instructions. Labels must provide clear warnings about potential hazards to plants, humans, animals, beneficial organisms (such as bees, birds, silkworms, earthworms, natural enemies, and aquatic organisms), and the environment. They should also include first aid measures for pesticide exposure and specific precautions for safe handling and application. Any changes to the label or manuals regarding safety and efficacy must be approved by the Ministry. The Ministry can also require modifications based on monitoring and evaluation results.
Instruction Manual includes detailed usage instructions, storage and disposal instructions, etc. Instructions must include ways to minimize environmental impact, such as guidelines for handling residues and packaging waste; etc.
