These Measures aim to standardize the price management of urban water supply, protect the legal rights and interests of both parties of water supply and water use, promote the development of urban water supply, and save and protect water resources.
The price of urban water supply should be determined in accordance with the principles of cost coverage, reasonable profit, water conservation, and fairness . Local water supply enterprises shall be nceouraged to improve the quality of water supply services. The verification of water supply price shall fully consider the factors of water supply service quality.
