Abstract
These Regulations aim at strengthening the management of urban water supply, developing urban water supply undertakings, and ensuring water for urban life, production and other construction purposes. The Regulations contain 39 Articles divided into 7 Chapters: General Provisions; Urban Water Supply Source; Urban Water Supply Projects; Water Supply Business Operation; Urban Water Supply Facilities Maintenance; Penalties; Supplementary Provisions.
In drawing up plans for the development and utilization of urban water supply sources, rational arrangements shall be made for the utilization of surface water and ground water according to local conditions. Urban water supply enterprises and enterprises with self-built facilities supplying water to external users may not engage in business activities until they have registered with the administrative authorities for industry and commerce. Urban tap water and water supply enterprises and enterprises with self-built facilities supplying water to external users shall establish and perfect a water quality testing system to ensure that the water quality supplied by cities conforms to the hygienic standards for drinking water stipulated by the state.
