Abstract
These Measures are developed in accordance with the Grain Security Guarantee Law of the People's Republic of China, aiming to safeguard grain supply, enhance grain production capacity, ensure safe storage and circulation, and promote the sustainable development of the grain industry. The Measures emphasize national grain security, and the principle of “storing grain in land and technology,” with responsibilities shared across government levels.
Key provisions include protecting arable land, optimizing planting structures, strengthening grain reserves, promoting mechanized and smart agriculture, supporting major grain producers, and enhancing disaster resilience. It also establishes a three-tier government grain reserve system and sets clear responsibilities for departments overseeing production, processing, transport, and emergency response. Measures for saving food, controlling waste, and ensuring quality and traceability are mandated, alongside penalties for non-compliance or misuse of public grain resources.
