Abstract
The purpose of these Measures is to support, guide the development of specialized farmers’ cooperatives, regulate the organization and behavior of specialized farmers’ cooperatives, protect the legitimate rights and interests of specialized farmers’ cooperatives and the members thereof, and promote the coordinated development of urban and rural areas.
These Measures, consisting of 36 articles, provide for the formation, management and operation of specialized farmers’ cooperatives. Provisions cover, among others, establishment of specialized farmers’ cooperatives, membership, management and administration of specialized farmers’ cooperatives, support policies and services, and offences and proceedings. It specifies the preferential tax policies, fiscal policy support and financial services (art.15-19).
